Question:
What is the measurement between the hoops where the bike tire sits. The one I am replacing is 2 9/16inch between the round tube hoops

The # P318 replacement wheel hoop width accommodates a tire that is up to 2-1/2 inches thick, almost identical to the 2-9/16 inch figure you mentioned. In order to comfortably accommodate a 2-1/2 inch wide tire, the inside distance between the bars would need to be a 16th or two larger than 2-1/2 inches. The hoops are designed to mount on cross members that are about 1-1/8 inches square. I've linked you to a product description video featuring the wheel hoop.
