The difference between the Pack'Em Shovel Rack # PK-BM-23 and the Shovel Rack for Pack'Em Racks # PK-23 is that the # PK-BM-23 comes with the # PK-23 and a Tower Kit # PK-BM.
The # PK-BM is basically the foundation for the # PK-23 and can be ordered separately.
If you do not already have a # PK-BM already you would want to go ahead and get the # PK-BM-23.
