Question:

With tail lights on both turn wires are hot also, with tail lights off turn lights and brake lights work properly why is this. Is the converter bad or what?

It very well could be that the converter box is bad on your Curt T-Connector # C56351 but before going that route I recommend you do some testing first.

Try testing each of the functions individually by using a circuit tester like part # PTW2992. I have attached a photo showing what function each pin should carry. If you are still getting the same problem then try testing each of the wires before it goes into the converter. The green will be right turn/stop, yellow will be left turn/stop. and brown will be tail or running lights. If everything works properly going into the converter box but is all mixed up on the output side then the converter is bad and the unit needs to be replaced. If for some reason the wires going into the converter box are messed up then you have a wiring issue with your vehicle and you need to have a shop take a look at it.
