Will this gate valve install on a 3 1/2 inch smooth PVC or ASB pipe? Thanks

If the 3-1/2 inch diameter you mentioned is the outside diameter and the inside was 3 inch yes, the Valterra Bladex Waste Valve Body for RV Black Water Tank # T1003VPM could be used.
If you needed the entire valve assembly you'd want the part # T40A instead. This comes with a spigot fitting on either end of the valve.
