We do have exactly what you need, though the Titan Adjustable-Channel Brake Actuator - Painted - Drum - 2-5/16" Ball - Bolt On - 12,500 lbs # T4238300 does not come with an electric lockout.
Instead you will need the Titan Brake Actuator w/ Electric Lockout - Drum - Zinc - 5 Position Adjustable Channel - 12.5K # T4857220 with the Titan Trailer Coupler - Adjustable Channel Mount - Trigger Latch - Primed - 2-5/16" Ball # T1882000. These parts make up the same actuator as the one you asked about, but with an electric lockout; apart from that the only difference is that the coupler comes sold separately.
This will get you a surge brake actuator for drum brakes that fits a 3" wide trailer tongue, fits a 2-5/16" hitch ball, has a 12,500 lb towing capacity and 1,250 lb tongue weight capacity.
