Question:

Is the voltage at the back of the tow vehicle supposed to be the same when using the manual override on the controller or when using the vehicles brake petal?

Yes, the selected output level from a trailer brake controller such as the Draw-Tite Activator IV Time Delayed unit # 5504 should be the same when measured at the 7-way whether the unit is triggered by application of the brake pedal or by application of the manual override control. If the controller outputs different voltage levels when activated by the pedal and the override then the controller is internally damaged and should be replaced.
