Question:
Is the electric switch for the electric waste valve weather-proof? Can it be mounted on the outside of the travel trailer ?

The switches of the Valterra EZ Valve Electric Waste Valve # E1003VP that you referenced are considered weather proof but I would still recommend you install them away from direct rain and weather. You'll have to use your best judgment but under a ledge or in a recessed area that won't get direct rain is the best option for long time reliability.
