What would cause this fuse to blow? Thanks in advance for your response.

Excessive draw on the electrical circuit for the Control Panel for Atwood Water Heaters # AT91367 would cause the 2 amp fuse to blow. Check the wiring and the switch on your water heater for anything that looks damaged or shorted out and replace as necessary. This should keep your fuse from giving out.
Please note that the installation and service must be performed by a qualified installer, service agency, or gas supplier. If you don't have experience working on a water heater then it would be best to have someone with experience do the troubleshooting.
