I know that this rack tilts down so you can open the rear cargo door are you able to tilt it down while the bikes are ON the rack? 2013 Honda CRV

While there is a similar option I can offer you that will work well you can't tilt a hanging bike rack down with bikes loaded. The bike cradles are not designed to hold a bike at that angle plus the rack would be very heavy and difficult to lower and raise.
Instead the best option is a Yakima FullSwing part # Y02465. This bike rack allows you to swing the bikes out and away from the rear of the vehicle with the bikes loaded so that you get full access to the rear cargo area. I attached a review video for this rack plus a picture that shows it loaded and swung out with bikes loaded.
