Trailer tires such as the Karrier ST225/75R15 Radial # AM10303 do not absolutely have to be dynamically machine balanced the way passenger car tires do but you certainly can do this if you want to. A full-service tire shop will probably have the necessary equipment to do this.
In most instances the benefit of dynamically balancing trailer tires will not be nearly as noticeable as it is on passenger vehicle tires since any vibration from the trailer tires is isolated from the vehicle to a degree by the hitch connection.
Valve stems will need to be upgraded only if the new tire to be mounted requires a higher PSI pressure than the one it replaces. Karrier radial tire # AM10303 has a maximum pressure requirement of 80-psi. Standard black rubber stems will typically be rated for 65-psi to 100-psi and metal ones like # AM20906 will handle pressure up to 200-psi.
