Does Curt Stabilization Strap Requirement Indicate Difference in Hitch Quality

I just read where the Curt hitch receiver for my 2012 Ford Fusion requires stabilization straps for a bicycle rack, whereas the Draw-Tite receiver does not. I, unfortunately, ordered the hitch from you before reading all the comments but have not received it yet. Questions: 1. Does that mean the Curt product is not as well made? 2. How many straps are needed, one or two? Im concerned I just spent more for a lower quality item and now need to spend more for straps to use it...! Can I return it unopened upon receipt and get the better product? Would like your recommendation. Thanks.

Curt's USA-made hitches like # C11390 that have the support strap # 18050 requirement for static loads like bike racks are just as well-made as those from Draw-Tite which do not share this requirement.
Curt's warranty policy requires the strap for many of their hitches, but in truth almost any hitch that will be handling the load of a bike rack or cargo carrier will benefit from using one or even two of the straps to steady the rack/carrier in the hitch as you go down the road. In no way does this requirement indicate lower build quality; it merely indicates Curt's more conservative/cautious viewpoint on such matters.
You can return the hitch for exchange if you want but the cost to do so will probably exceed the modest price of the support straps # 18050 so my recommendation is to keep it and install it while you await arrival of one or two straps.
