Is it shaft 3/8” ? I have an existing swivel system but need a new chrome bracket for shower head

Yes, the Phoenix Faucets Swivel Shower Connector # PF276003 does have 3/8-inch diameter male and female swivel fittings. The threaded water supply fittings are standard 3/4-inch size. These dimensions are noted in the linked photo that I prepared for you.
