Looking for square nuts and bolt for Rhino rack vortex bars. I want to mount a bike fork mount like your HRT970 to a vortex bar and need the appropriate square track nuts and bolts. Will the RR43203 set work for that?

You can definitely use a fork mounted bike rack with your roof rack. Assuming your 2017 Toyota Tundra is a CrewMax Cab or Double Cab your Rhino-Rack roof rack will consist of Rhino-Rack Vortex Aero Crossbars # RRVA150B-2, Rhino-Rack 2500 Series Legs # RRRLKVA and Fit Kit # DK079.
There is a fork-mounted bike rack that has T-slot hardware which will allow you to mount the rack in the channels of this rack's crossbars, the Inno Fork Lock Roof Bike Rack # INXA391.
