What size ball would I need for a 2011 forest river Roo 21ss

I did some checking and it looks like your 2011 Forest River Roo 21SS has a coupler on it designed for a 2 inch ball. That said, someone could have replaced the coupler with a different size as that's not uncommon so what you can do is go out and look at the coupler on your trailer and you'll see the size stamped on it.
The Reese Tri-Ball part # C42KR that you referenced has these two sizes plus a 1-7/8 inch ball.
