I cant tell if the replacement cable includes a lock core or if that is sold separately. Thanks!

The Replacement Cable Lock for Yakima FlipSide # Y8890204 that you referenced does not come with a lock core. It does come with a change key that will allow you to remove the lock core from your current rack and install it on to this # Y8890204.
If you need a lock core I recommend you get a Replacement Lock Core for Yakima Same Key System # Y07202. The system comes with 2 cores and 3 keys and comes with a lifetime guarantee. I have also included a link to the instructions for the proper installation for this item.
To remove the lock core you will insert the change key into the lock cylinder while it is in the unlocked position. This will release the tumblers from the core and the core should slide right out of the rack. To install the new one you will slide the change key into the new core, and then slide the key and the core into the rack. Once you remove the key from the core it will be ready to be used as normal.
