The owner's manual for your 2003 Volkswagen Jetta Wagon should give you the correct procedure that is needed to unlock the steering wheel while in tow (if applicable). The flat towing procedures such as unlocking the steering wheel are usually under a section titled, "Recreational Towing". I was not able to reference the online version of your owner's manual unfortunately. With that being said, if you turn the key into the "ACC" position then that will unlock the steering wheel on most vehicles but it will be important to follow the produces listed in your owner's manual.

If there are no flat-towing procedures in the owner's manual for your Jetta Wagon then that is a good indication that this is not allowed.
