The Swagman XC 2-Bike Rack Platform Style for 1-1/4" and 2" Trailer Hitches # S64650 you asked from or the Swagman XTC-2 # S64670 you asked about do not allow for 4 bikes with an expansion. Instead you will want the Swagman XTC4 4-Bike Rack for 2" Hitches - Platform Style # S64665. The 4 bike options require a 2 inch receiver and I've linked the page to all your options so you can compare and contrast if desired.
If you want a bike rack that is expandable so you can use individually or together, then I recommend the Hollywood Racks Sport Rider SE # HR1400Z. This rack can be a separate 2-bike rack or a combined 4-bike rack. Remember, you will need a 2 inch receiver for this.
