I did not catch what vehicle you have nor what wiring harness you are using but if you are testing the turn signal wire going into the converter box and getting the correct intermittent signal but are receiving a constant signal leaving the converter box on the turn/brake signal wire then this points to signs of a faulty converter box. If this is the case then the wiring harness will need to be replaced.
For replacement, I recommend using the T-One Vehicle Wiring Harness with 4-Pole Flat Trailer Connector if available as we tend to see the least amount of issues with said converter box. If you can provide me with the year, make, and model of your vehicle, I would be glad to confirm compatibility. For example, the T-One Vehicle Wiring Harness with 4-Pole Flat Trailer Connector part # 118482 fits the following:
2011 - 2012 Toyota Avalon
2011 - 2012 Toyota Avalon
2014 - 2017 Mitsubishi Outlander
2009 - 2015 Toyota Venza
2009 - 2015 Toyota Venza
2010 - 2011 Toyota Camry excluding Hybrid
2018 - 2019 Mitsubishi Outlander excluding PHEV models
2007 - 2011 Toyota Camry Hybrid
2007 - 2011 Toyota Camry Hybrid
2010 - 2011 Toyota Camry non-Hybrid - excluding SE
2010 - 2011 Toyota Camry non-Hybrid - SE models
2014 - 2019 Mitsubishi Outlander without factory tow package
