I have only 6inch of clearence and the lift drags very badly. Will your product bring my vehicle back to level? Can my local mechanice quickly install your product? the total weight of the lift, swing-away and scooter is about 300 lbs..

The item you selected, Timbren Rear Suspension Enhancement # TDVR05096, will help prevent sag on 2002 Chrysler Town and Country. The Timbren systems are designed to reduce sag on vehicles that are towing or carrying loads but it will not totally eliminate it.
However, you will want to check the tongue weight capacity of your hitch and your vehicle as stated in the vehicle owners manual. It sounds like the hitch may be overloaded or the scooter is sitting too far out away from the vehicle. When carrying loads on a cargo carrier like scooters, you want the item as close to the vehicle as possible. The farther out the item, the more leverage is put on the hitch.
With the weight of the scooter and the lift, you should have a Class III hitch on your Town and Country like the Draw-Tite # 75119 which has a tongue weight capacity of 350 lbs.
Tongue weight is the downward force or weight put on the hitch. The weight of the lift, swing-away and scooter will be considered tongue weight.
I have linked instructions for the Timbren Rear Suspension Enhancement # TDVR05096.
