Installation of Replacement Joint Assembly Hardware Kit for Lippert Electric Coach Step

Question:
Just received the Replacement Joint Assembly Hardware Kit for my Kwikee steps. What is the proper order for installing the step bolt? Does the bolt go through from the outside, then slide the bushing on from the inside, with the small end facing the step, then the washer, then the locking nut? Or does the washer go on the outside next to the bolt head? Thanks.

I reached out to to the manufacturer, Lippert, who told me that to install the Replacement Joint Assembly Hardware Kit for Lippert Electric Coach Step # LC216567 who told me the bushing will go in the hole, and then you put the bolt through; the washer will go on after than, and then the nut.
