Is this Roadmaster tow bar comparable with this Roadmaster base plate?

The Direct-Connect Roadmaster base plate kits like the part # RM-523184-5 that you referenced are only compatible with the Roadmaster tow bars that install in a trailer hitch and not ones that install on a hitch ball like the Stowmaster.
The most popular compatible tow bar is the Falcon All Terrain, # RM-522. This has non-binding arms which makes the setup very easy to connect/disconnect.
