I have a 2009 international 4300 with air brakes .I want to pull my lowboy trailer that has vacum over hydraulic brakes . what do i need to do it THANKS

For your 2009 International 4300 with air brakes you will use the Hayes Air Actuated Trailer Brake Controller - 1 to 4 Axles - Proportional # HA100400C and then the HydraStar Electric Over Hydraulic Actuator for Disc Brakes - 1,600 psi # HBA16 or if you have drum brakes # HBA-12.
This combination will convert your air brakes into a proportional braking system on your trailer.
