I spoke with my contact at Erickson who confirmed that the Erickson E-Track Wheel Tie-Down Strap with Roller Idler and Ratchet # EM58523 that you referenced does meet the DOT standards! This has a safe working load limit (WLL) of 1,100 lbs so you just need to make sure to use enough straps to accommodate the weight you will be carrying.
Attached is a review video for you to reference as well.
