will this work on a 2015 ram short bed with a toolbox in the back

From the center of the post that installs in your B&W Gooseneck Hitch to the forwardmost (towards your cab) part of the B&W Companion # BWRVK3400-5W that you referenced is 15". You'd have to measure forward 15 inches towards the front of the cab from the center of the gooseneck post where this installs to know if you'd have clearance.
