According to my research, the 1968 Camaro Rally Wheels are 15" diameter x 7" wide. If this is correct then the smallest tire size that is safe to run would be a 195 like you mentioned. I am not saying that the 175 tire would not seat/seal but it is not recommended. There are companies available that will either wider or shorten the width of a wheel if you are dead set on using the 175/65-14 tires for what I assume is a front runner setup.
In regards to clearance on your 1987 Monte Carlo, the 175/65-14 tires will be 23" diameter. If you take a piece of cardboard and cut out a 23" diameter circle, you can then cut some holes for the lugs, place it on the hub, and spin it with the suspension engaged to see if you have any clearance issues. The width should not be an issue.
