Can an electric brake assembly be fitted to a unbraced boat trailer as the wheels will be submersed in water.

Yes. Electric brake assemblies like the Dexter 10 inch # 23-27 you referenced can be added to a boat trailer that will be submerged. Some boat trailer manufacturers are even getting on board with the electric brake idea due to cost and function.
You will want to note the trailer connector does need to be disconnected before your trailer wheels hit water as electricity and water do not interact well. This will protect your vehicle and trailer from electrical surge issues. Then you simply need to wait a few seconds after pulling your trailer out of the water to drain before reconnecting.
