Question:
Can the tc372 valve only be purchased with out cable

I do have an option for you, however the exact valve body that is included with the Valterra Waste Valve w/ Flexible Cable # TC372 you mentioned is not available as a separate part from the manufacturer.
What you can use instead is the Valterra Waste Valve Body # T1003PBC. This is a very similar valve body that will work the same as what is included with the kit you mentioned. The body features a 3 inch diameter passage to allow wastewater to travel when it's open and the body, seals, Allen wrench, and hardware are all included. As long as you already have the needed cable and housing this will work great.
I have attached a short video demonstration that you can also check out.
