Does Front Bumper Have to Come Off to Install Roadmaster Base Plate Kit # 521876-1

Do you have to remove the front bumper to install these brackets..I know you have to drill a 2inch hole

The front fascia of the vehicle has to come off to install the Roadmaster base plate kit part # 521876-1 but the bumper itself does not have to come off.
