Why Does the Transmission Need to be in Park While Dolly Towing a FWD Vehicle

You have stated the towed vehicle must be in Park. It is not clear to me why, can you explain why it must be in park and not neutral

The owner's manual for the Roadmaster Tow Dolly part # RM-2050-1 does indeed state that when using this dolly with a front wheel drive (FWD) vehicle, you will need to place the transmission in PARK, not NEUTRAL. The reason for this is because the front wheels need to be secured on the ramp and not moving back and forth as the motorhome brakes and accelerates. The rear wheels will still be able to spin freely while in park so long as the emergency brake is not applied.
