I need a bike rack for my 2018 Rav4, what should I get?

For your 2018 Toyota RAV4 with a hitch installed like the etrailer.com hitch part # E98864 installed I really like the Saris Superclamp EX bike rack part # SA4025F. This is a lightweight platform bike rack that only touches the bike at the tires and only weighs 35 lbs. The biggest drawback to platform bike racks has always been the weight of them, but with this rack you get the best of both worlds. The preferred attachment style with the lighter weight. Platform bike racks are also MUCH easier to load and unload than a hanging bike rack.

Looking for platform hitch bikerack for 2009 Rav4(back spare tire) Any suggestions?

I like the Yakima TwoTimer a lot for this application because it features a pretty long shank. From the center of the hitch pin hole to the closest part of the rack when it's down for use there is a generous distance of 17". When it's folded up against the vehicle this distance is 12". What I recommend doing on your RAV4 is measuring from the center of the hitch pin hole to the outermost edge of the spare tire. If it's less than 12" the rack will work perfectly both when in use and when folded for storage.
