From my research it looks like a Sondor electric bike weighs 55 lbs and has 4.9 inch tires. A bike rack that fits in your Class II 1-1/4 inch hitch and would work great is the Saris SuperClamp EX # SA4025F; it is a 2-bike rack with a weight capacity of 60 lbs per bike and can accommodate your fat tires with the use of fat tire adapter # SA4419.
