Looking for recommendations - We have 2 sit on top kayaks that we need to take to another state on top of an enclosed trailer. Wondering if our best bet would be installing a Rackem Fitz All RA-28 and using saddle carriers?

The Rack'em Fitz-All Enclosed Trailer Ladder Rack # RA-28 can absolutely be used to carry a pair of kayaks as the rack has bars which are 2-1/6" tall x 1" wide so you can use a saddle-style kayak carrier.
The best carrier depends on the weight of your kayaks; if they are heavier kayaks you can use the Malone MegaWing # MPG207 which has a weight capacity of 150 lbs. If you do not need that much capacity then the better option is the Malone SeaWing Kayak Carrier # MPG107MD which has a 75 lb capacity.
Both of these kayak carriers come with a pair of cam buckle straps and a pair of bow and stern tie-downs. You will need one carrier per kayak. I've added links to some video reviews for you to check out as well.
