Is this heating pad dual power as in it can run on 120v and 12dc?

The ThermaHeat RV Holding Tank Heater Pad w/ Thermostat # 277-000163 is compatible with 12 volt DC power but can be used with a converter to adapt to AC power. This pad is designed to be used on holding tanks with capacities between 29 and 40 gallons and simply sticks onto your tank.
