The Thule Passage 2 Bike Carrier # TH910XT that you referenced is confirmed to fit your 2016 Lexus CT 200h. If the side straps on the carrier are coming loose, I recommend making sure that the rack is installed properly as there are a couple fit instructions for the rack that are specific to your vehicle.
On the Lexus CT 200h the top clips should be placed in the gap at the front edge of the top of the trunk/hatch. The lower clips should then be placed in the bottom edge of the trunk/hatch. The lower arm of the carrier should be positioned on the upper tier of the bumper. When all the straps are attached the Fit Dial should be tightened to # 8.
If this does not resolve the issues you are having please let me know and I will be happy to look into this further.
