If you have a Fold Down Gooseneck Trailer Hitch like # 8339, that you have referenced, all you have to do is pull on the ring and the ball will fold out.
But there are other types of gooseneck hitches that hide the ball in the bed. Some require a handle that exits from under the bed into the driver side wheel well, like # 9460. For this type, you would pull the handle out to release the locking pin, turn the ball over, and push the handle back in to lock it in place.
If you can determine which type of gooseneck hitch it is, I may be able to get you some instructions for it. I have included a link to the installation details for # 8339 for you.
