I have the same issue as Andy, my reservoir cap leaks as well. what is the floating plug looking piece that is in the reservior for?

The floating plug looking piece is actually the diaphragm insert that is in your master cylinder's cap. For one reason or another these rubber inserts occasionally fall out of the master cylinder caps and the simple solution is to get a replacement cap.
For your Titan Model 60 # T43397007K actuator you will need Replacement Master Cylinder Filler Cap for Titan Model 60 Actuators # T4480701.
