The Dexter Trailer Springs Over-Under Conversion Kits # K71-384-00 for 2-3/8" axles and # K71-385-00 for 3" axles are definitely the way to go when it comes to cost-effective. I believe these are the kits you were referring to. They don't necessarily turn an axle upside down but rather places it below the leaf spring. This raises your trailer equal to the diameter of your axle and the height of your leaf spring stack.
If you were to change out your tires and suspension that would require you to make sure that you have enough fender clearance for starters. For your suspension you would have to have your current hangers cut off and longer ones welded on by a professional welder.
The conversion kits are definitely the easier and more cost-effective way to go.
