My tie plate is mounted on the bottom of the axle will this kit work with my fifth wheel trailer

I believe what you are saying is that your axle is mounted with the leaf springs underneath the axle, which is why your tie plate is mounted on the bottom.
We have previously confirmed with Lippert that the Bolt-On Shock Kit # LC281281 cannot be installed with the springs underneath the axle. You can use the Shock Kit but would first need to use the Dexter Trailer Springs Over-Under Conversion Kit # K71-385-00 (which fits 3" round axles).
