Does the 2019 COLEMAN COLEMAN LANTERN 263BH come with trailer brakes installed? If so, does any model not have brakes installed?

Your 2019 Dutchmen Coleman Lantern 263BH does come with electric trailer brakes. According to Dutchmen all of their units are equipped with trailer brakes. This means your vehicle will require an electric trailer brake controller if it doesn't have one integrated from the factory.
If you need to install an aftermarket controller, I recommend the Tekonsha Prodigy P3 # 90195 which is easy to use, has a LCD screen for information instead of using codes that need deciphering and has preset boost options. I've attached a video to further assist.
