Is it possible to purchase this kit without the wiring parts? Will be using to CoolTech wiring system for my new Jeep JL, but want everything else in the package

Yes, you can get everything in the Roadmaster Falcon/Blackhawk 2 All Terrain Towing Combo Kit RM-9243-2 except for the 7-Wire to 4-Wire Flexco-Coil Wiring Kit # RM-15247 it comes with. Here are the other parts in the kit:
