Question:
21inch travel trailer 3820 GW and 420 Hitch Weight. Is this strong enough to use to jockey trailer around a short distance in a tight space on level concrete? If not what would you recommend? Thank you,

This Rack em Trailer Dolly # RA20 is rated to handle 500 lbs of tongue weight. Since your trailer has 420 lbs of tongue weight it should work fine for you.
The total trailer weight does not matter. You can pull as much as you are physically able to.
