Can you use an electric skillet or electric grill to cook on it? Will it take the heat?

The Camco Decor-Mate RV Stovetop Silencer, Countertop, and Cutting Board part # CAM43704 is essentially a stove top cover that doubles as a cutting board. It is made of polyethylene which is essentially a thermoplastic polymer that can withstand heat but it will not be the best for an electric skillet or electric grill if there is substantial heat transfer from the device to the base.
Instead, I recommend the Camco RV Universal Fit Stovetop Cover and Splash Guard part # CAM43554. This is also a stovetop cover but is made of steel and will be much more suitable for your electric skillet or electric grill. The dimensions of the cover are 22-3/8" long x 20-1/2" wide x 2" high.
