The best bike rack we have for four bikes is the Kuat NV 2.0 Base 4-Bike Platform Rack which is offered in metallic black part # NV22B-NA22B, gunmetal gray part # NV22G-NA22G, and matte black part # BA22B-BA02B. This is a wheel mount bike rack that will work with pretty much any bike that does not have fenders. It has all the bells/whistles and exceptionally good looks.
I have attached a similar test course video for you. However, it is important to note that the test course is designed to mimic extreme use and would not be nearly the same as everyday use. It is also important to note that it is a four bike rack with four bikes loaded which means you have a suspended load several feet away from the axle. This will be the best if not one of the most stable bike racks on the market so if you are uncomfortable with the amount of movement then it may be best to invest in a trailer.
The support strap part # 18050 that you referenced will also help to take out some of the movement however, this strap attaches to the vehicle and bike rack, not each bike so you will only need to use one.
