Troubleshooting a propane setup requires substituting parts, one item at a time, with ones known to be functioning correctly, until the bad part is identified. With flammable gas there is no other safe way to isolate the item with the malfunction.
Sometimes if a setup has been idle for a while (such as for a few days while you were getting your tank filled or while the unit was in off-season storage) insects can get into even the tiniest places and clog things up. Some fittings are small enough that even dirt can cause problems. Compressed air applied to hoses and other parts often clears the problem.
If the only item changed is your regulator the I suggest trying a new one like the Camco vertical 2-stage regulator # CAM59313.
