Yes, the Roadmaster XL Base Plate Kit part # 1011-3 and the Roadmaster Tracker Tow Bar part # RM-020 are a fit for your 2003 Suzuki XL-7 and will work well together. In order to complete a flat-towing setup you are going to need safety cables, flat-tow wiring, a supplemental braking system, and a possible high-low adapter. I have attached my recommendations on each of these parts for you below.
Safety Cables: Roadmaster Safety Cables part # RM-645
Flat-Tow Wiring: Roadmaster Wiring Kit part # RM-15267
Supplemental Braking System: Roadmaster InvisiBrake Supplemental Braking System part # RM-8700 & Roadmaster Brake-Lite Relay Kit for Towed Vehicles part # RM-88400
High-Low Adapter: See Article
I also strongly recommend you taking a look in the owner's manual for any flat-towing precautions specific to your vehicle.
