Do I need a lift pump to run level 3

No, the Edge Diesel Evolution CTS3 # EP69YR will allow you to reach Power Level 3: 135 HP & 240 LB-FT on your 2015 GMC Sierra 2500 without additional accessories.
Please note that 135 HP & 240 LB-FT was the max that was tested. This was under controlled environments so the real-world application can make it a little more difficult to reach those points exactly. Power Level 1 is 40 HP & 85 LB-FT, and Power Level 2 is 75 HP & 180 LB-FT just for reference.
This performance module is not legal for sale or use on pollution-controlled vehicles in the state of California. If you live in California you will want to use part # EP79YR instead which can give you the same ratings.
