Question:
4.80-12 loadstar trailer tire. I need an average tire pressure. Most times two kyaks about 100lbs. Once a year half yard mulch. What pressure can I run without putting a heavy load on?

No matter what trailer tire you are using, including the Kenda Loadstar # AM30670, you need to keep the cold psi rating to the what the manufacturer recommends. When you are over or under the recommended pressure then you can cause excessive heat build-up which results in a blowout. Even if it feels like the 990 lbs at 90 psi weight capacity seems like overkill for your trailer this is the best way to maintain your trailer tires.
You should be able to find the 90 psi rating somewhere on the sidewall of the tire.
