Is a Supplemental Braking System and Breakaway Required for Flat Towing in the United States

do I need a breakaway system on my 2006 hhr if I am going to flat tow it in Montana, Nevada, Utah or California

Yes, pretty much all states (with the exception of Missouri for some reason) and Canadian provinces require that a towed vehicle have a supplemental braking system and most all supplemental braking systems come with a breakaway unit.

The most economical is the BrakeMaster # RM-9160 which works with RVs that have air brakes or air over hydraulic braking systems. Otherwise I recommend the SMI Stay-IN-Play DUO # SM99251. In either case these are proportional systems that apply the same amount of braking to the toad to match the braking of the RV.

If you can and want to use the BrakeMaster system then you will also need stop light switch # RM-751428 and seat adapter # RM-88129 for the system to work properly on your 2006 Chevy HHR.
