Is there a draw bar that will work together with this hitch that will allow a 16 inch ball height when installed on a 2018 Countryman S All4?

There may be a combination of the Curt Trailer Hitch Receiver, Item # C11522, with a draw bar like the Curt Drawbar - 5 inch Rise, Item # C45014, that will get you the right ball height.
To find what you need, start by measuring from the ground to the top of your hitch receiver opening on your 2018 Mini Countryman S All4. Next, with the trailer level, measure from the ground to the bottom of your coupler. Subtract your hitch height from your coupler height and this will give you the rise you need. I am attaching an article that goes into greater detail.
Our greatest rise available for a 1-1/4 inch ball mount is 5 inches.
I have also attached a link to our available inventory for you to check out.
