What is the best way to mount a bike rack to the Thule roof rack?

The Thule roof mounted cargo basket, part # TH859XT, that you referenced isn't designed to carry bikes. It's designed to be mounted onto existing crossbars so you can carry other cargo on the roof.

If your vehicle has crossbars and all you want to carry is bikes then you can use a rooftop bike carrier like the RockyMounts TomaHawk, part # RKY1222.

If your vehicle doesn't already have crossbars let me know the year, make, and model, as well as the style of roof, and I'll recommend a complete roof rack system.

Another option for you could be to use a hitch mounted cargo carrier like the Stromberg Carlson # CC-100. To do so your vehicle needs a 2 inch trailer hitch receiver. Once again if you don't have one let me know the year, make, and model if you'd like to go this route. Once you have a hitch carrier you can add the Stromberg Carlson # CC-125 to carry the bike.
